I've got it to work but I have some irksome thoughts about it.
If you rate limit the data to a client, is the rate limited on the
transfer from the proxy to the client or from the server to the proxy.
In any case in Squid-2.3STABLE2 the Delay Pools work quite well.
Although, some research on how they work could save you a lot of hair
pulling.
