I was thinking that's how FreeOnline works (or whatever it's called)..
you know, the one that gives free access to 4000 sites, but once you go
outside the allowed list, you start paying for access. Okay, so it's
not censoring, and the people who run it do it for commercial reasons
rather than moral, but I'd assume the effect of this would be that
people using the service are unlikely to go to "innappropriate" sites if
it's going to cost them money.
