I can vouch for Optus backbone being very nice. I have a telehoused server
there - connected by 10M Ethernet connection. Recently I had to download
Apache 1.3.11 and it took about 10 seconds to download (~2M download).
Thus I doubt very much you will have any problems with 64/128K ISDN. Optus
telehousing also happens to be the cheapest of the first grade ISPs and it
is a fraction of Telstra's price. And I noticed they were often cheapest for
lot of the "industrial" grade products. So dont let the cheap pricing put
you off.
