[SLUG] IPChains and bandwidth / priorities?

Hi everyone, thanks for your previous help... I thought i sent this message before, but it didn't make it into the digest, so I'm sending it again. Using IPChains is it possible to control bandwidth usage by certain computers or protocols? I know some client programs (like FTP) allow you to do this, but the client side isn't always so cooperative.. = ) I remember reading about setting priorities for various masquerading rules, but I'm not sure if that was for IPChains or something else.... If there is a good reference somewhere a pointer to that would be sufficient... = ) Thanks!
