You'll need a .spec file detailing how the rpm is to be built. If there is
already one in your tar file, rpm -tb <tarfile> will/should build you a binary
rpm.
If you don't have one, http://www.rpm.org has a pointer to the RPM FAQ
wherein lie some pointers to making one. It is easier if you get hold of some
existing .spec files and peruse them. Installing any .src rpm will install the
spec file in the rpm /SPECS directory (/usr/src/redhat/SPECS on RH).
BTW, sending HTML, even as an attachment, to this and most other public mailing
lists is considered rather bad form...
