That's not the point.

CDP can be disabled on an interface by interface basis - or interface
group basis - so they could add one line to their config, and tell the
interface {or interface group} to not do CDP on those particular ports,
while leaving CDP running on the "active" ports where it's {arguably}
needed.

They're still a bunch of slack arsed lusers who should know enough to turn
it off. :-)
