Check to see if klogd is still running.  On RedHat '/etc/rc.d/init.d/syslogd
status' if klogd is dead, restart the syslog daemon with
'/etc/rc.d/init.d/syslogd stop' then start.

Syslog is buggy... I haven't yet got a good understanding of which version
is NOT buggy.
