Don't you need to export it as well?

TOMCAT_HOME=/dev/bush
JAVA_HOME=/dev/mug

export TOMCAT_HOME JAVA_HOME

"export: The supplied names are marked for automatic  export
         to  the  environment  of subsequently executed commands."
