This isn't exactly what you want, but...
If you have a Windows box with VSS installed, it has various COM objects
you can easily interface with, e.g. using Python or VB.
You could fairly easily use them to traverse the entire list of projects
and all their checkins, and insert them into a CVS repository somewhere.
If you need any details, let me know and I'll try dig them out for you,
but the interfaces are fairly easily to figure out.
