Microcode is one of the steps in decoding machine language instructions for
execution by your CPU. Some cpus support microcode uploads, which allow them
to accept updated microcode tables, fixing bugs in the CPU behaviour, 
tweaking performance.

It makes no difference whether you enable it or not, unless you also fetch
updated microcode files and insert them. All the kernel option does is
provide a device in /dev which can be used for uploading such binaries to
the CPU.
