Short of downloading a 1Mb file every hour and timing it, I don't see many other 
options. . . would be relatively easy to cron-job it.  Naturally your speed would vary 
depending on where you're getting that 1Mb file from.

I find with the ADSL here ( 1500/256K split ) that it stays locked on 1500K ( that's 
fixed as soon as the MODEM hooks into the PPPoE/ATM network ) but the actual 
performance of the line varies, but only due to network pressures.

What sort of MODEM/Router are you using?
