You need to start the webserver, it appears not to be running at the moment.

Try:
        service httpd start
or
        service apache start

Not sure which convention Redhat follows there.

That will start it this once. To make it start permanently you'd need to see 
what chkconfig says about it. What does:

        chkconfig httpd
or
        chkconfig apache

say ?
