Install Ghostscript for Windows. That comes with a small utility called "epstopdf" - yep the same one as on Linux. Run epstopdf myfile.eps and you will have myfile.pdf Open myfile.pdf in Acrobat and use the text selection tool to copy the text and paste into notepad.
