The alternatives system.

 ls -l /etc/alternatives/x-window-manager

When each of the window manager packages are installed, they register
using update-alternatives that they are a window manager, and when they
are removed they deregister.  They each have a weighting, but what tends
to happen is the first package you installed is the default.

You can alter the default yourself by using update-alternatives.
