Connectiva, IIRC. Its a really good distro too.
The native language of Conectiva is Portugese, since it is developed in Brazil. I actually installed their beta version a couple of days ago - couldn't resist getting kernel 2.6.1 and KDE 3.2 (rc1) in one easy package...
Anyway. There is a distro based on Debian Woody developed for a local government in Spain, called LinEx. It is Spanish all the way:
