As has been mentioned, CVS, Arch, Subversion, or any other general version control system will do the job. However, if what you're looking for is more of a website management system with version control, have a look at Diogenes or MySource. I've used both, and they both have versioning built-in. MySource has more glitz, but Diogenes has a simpler interface.
