Given just the binary RPMs I don't know of a general way. Some code will tell you how it was built (PHP is an example that springs to mind). In general, the best thing to do is to inspect Cooker CVS and take a look at the spec file that created the RPM. There's often numerous patches as well. In the specific case you've mentioned I'd suggest that they've done something to wxWindows build flags rather than audacity though (if they've done anything.
