I assume you mean that the clients can't ping other machines than the dhcp server, which is also acting as a gateway. It's no sufficient to just enable ip_forwarding - have you also set up some iptables rules for the forwarding? In this case, you'll need IP masquerading, because the client machines have non-routeable 192.168.* addresses.
