Most certainly. You need a CAM (Conditional Access Module -- a special PCMCIA crypto module) and a valid subscription smart card. The encrypted DVB channels are sent to the CAM, decrypted, then sent back to the DVB card for decoding and display. You can do PVR stuff with them just like you would normally. I wouldn't vouch for Foxtel's stuff being available though (do they use satellite in Australia?). Here in Europe, Sky refuses to release their CAM separately from their own decoder boxes, despite being repeatedly ordered to do so by the EU.
