Usually you would use "stty" which lets you set baud, parity, character size,
flow-control, etc. In general, "stty" handles settings that are common to all
serial ports, while "setserial" handles harware-specific settings and linux
specific settings.

Also, many of the commands that you might call for a serial port
already have baud options (e.g. pppd).
