trac (http://trac.edgewall.org/) includes svn integration,
(other scm support to come) a wiki and and an issues (bugs) list.

If I was to go commercial I'd probably look hard at FogBugz
http://www.fogcreek.com/FogBugz/index.html by the eminent
Joel Spolsky.
