As discussed in previous threads, that's true up to edgy, where the Ubuntu
kernel build process has been modified such that it is easier to DIY rather
than being optimised for buildd package creation. Debian's kernel build
requirements are simpler / different, so it's easier to build a kernel plus
modifications that is much closer to the distribution packages.
