G'day Howard,

You can use python or ruby to do it (actually heaps of things).  You
need to grab GeoIP ( http://www.maxmind.com/geoip/api/c.shtml ) and
the suitable bindings though.  There might be tools based off that
setup - it should be a good starting point though :)
