They certainly were in the UK, it was illegal to sell or use them until the incredibly strict 1949 Wireless Telegraphy Act legislation was changed just last month (this also means that CB radio is now finally legal in the UK without a licence!). I wasn't aware the same was true over here as they were freely available for sale.
