Although IDA is not the direct body which will decide on the vote, it does has a large amount of influence on the ICT developments in Singapore. I would like to express my personal view regarding how Singapore's upcoming vote on whether to approve the OASIS Open Document Format for Office Applications (ODF) from the Organization for the Advancement of Structured Information Standards (OASIS), or Office Open XML (OOXML), developed by Microsoft Corporation and published by Ecma International. Open formats will directly benefit Singapore's goals to be a world-class IT hub, especially with its iN2015 master-plan. As they are by nature free of legal restrictions on use, they ensure that they will not encounter future impediments on their use. They encourage healthy competition, and prevent commercial vendors from controlling them for their own interests. The problem with OOXML is that some technical information is not present in its specification, such as "useWord97LineBreakRules" and "autoSpaceLikeWord95". Additionally, it conflicts with existing ISO standards, such as the Representation of Dates and Times and Codes for the Representation of Names and Languages (ISO 8601 and ISO 639, respectively). In addition, OOXML was not created in cooperation with people in the industry, such as users and producers. Thus, I would like to encourage Singapore to choose its vote wisely- vote no to OOXML.
