Definitely. And this has been the case for many many years. It's the
mentality; the culture. They say fear is the best control, so who's to
blame? For the common Singaporean, being vocal is being nosy. Nobody
wants to put much effort into separating fact from fiction (whatever
the context), apparently it's "wasting time".
