Got you some answers from my colleagues:

yum-debug-dump in yum-utils.

For restore, there is:

http://people.redhat.com/jantill/yum/commands/yum-debug-restore.py

...which atm. will spit out something you can feed to "yum shell".

By Fedora-11, we'll probably have something usable.
