Bandwidth and static/dynamic IP are completely orthogonal. Whether your IPs are statically or dynamically assigned doesn't affect how many users your connection can support. What could matter is how many IPs you have access to. I say "could matter" because you can always use a NAT to provide connectivity to an arbitrary number of users.
