The problem was that we didn't have 

AccountingStorageHost

set in slurm.conf.  Now this has been set to the host with the slurmdbd,
remote access is possible.

However, I don't quite understand the difference between
AccountingStorageHost and DefaultStorageHost, and I also wonder what
the default values of these parameters are.
