[slurm-dev] scontrol reboot_nodes question

Hello,
I am trying to use scontrol reboot_nodes. I have configured the 
RebootProgram as:

RebootProgram=/sbin/reboot

However, after reboot, some nodes (appears random) does not resume and 
get stuck in unexpected restart/reboot state. Is this normal?

reboot_nodes [NodeList]
    Reboot all nodes in the system when they become idle using the 
RebootProgram as configured in SLURM's slurm.conf file. Accepts an option 
list of nodes to reboot. By default all nodes are rebooted.
