[slurm-dev] How to use only 90% of resources? (Leave 10% for "spare")

Is it possible to only allocate up to X% (for example, 90%) of a node's
resources for jobs?

I would like to be able to do this without using a kludge (e.g.
under-defining the actual resources in slurm.conf)
