After rereading the "Consumable Resources" documentation, I think we've sorted out our misunderstandings.
Adding SelectType=select/cons_res SelectTypeParameters=CR_CPU to slurm.conf and starting each srun in the background did the trick. Job arrays might also be helpful. Excuse the noise, Joseph
