[slurm-dev] limit number of job per partition

Hi,

What is the best way to limit number of job per person per partition?  I 
did search a bit and the suggestion is
to use QOS.  However, we do not setup QOS for our scheduler.  Is there a 
workable solution for non-QOS
scheduler?
