Looking at the output from building some Slurm 19.05.4 RPMs earlier tonight, this is what I see in the output of configure:

checking for mysql_config... /usr/bin/mysql_config

You should look at the the config.log for the gory details of what it's trying to discover and what it found (or didn't).
