Another reply here regarding my original statement: Looking for a path is the first thing you need to do. If you are not getting any real signal at all, to speak of, it is possible that there might be an interfering signal on the same path you are attempting to accomplish working with.
Although you have been very descriptive with data about signal level, there is a considerable amount of information not given that would help someone provide you a more precise and likely and more helpful solution to your problem. And did you say the islands are only a few miles apart? If so, the 20dB is overkill. Use something smaller or throttle the power back.
