No. You need a separate bandwidth control box to do that.

The aPPO is a radius client. You need a separate radius server with a list of allowed mac addresses.

What about installations on customer homes? I can find the AirBridge Totals for a little under $300. What else is everyone using to install these?

You can also use the indoor airPoint or airBridge with an antenna cable to an external antenna.

If I wanted to get a 360 radius from my tower of 150 foot, how many access points would I need?

Depends on what antennas you use. A single access point with an omni antenna would cover the whole 360, but you could also use 3*120 degree sector antennas and 3 sectors.
