My guess is that both are correct, keeping in mind
how RF really works.
One radio is reporting what it sees and hears while
the other radio is reporting what it sees and hears. Only in ideal situations
would you see the same exact numbers on both ends.
Just my humble opinion, but I could be
wrong...
