Is XTRadius a Linux or Windows application?

Does anyone know of a Windows one?

I would suggest XTRadius instead of freeradius... With XT Radius I'm doing a
lot more than is possable with freeradius.  I'm trying to finish up several
other items so that I can fully impliment radius across the WLAN...
