LQ fluctuations could be due to noise, interference or multipath reflections. You may want to try to move the unit around a few inches in different directions to see if it helps. Or try different polarity by rotating the mounting.
By the way the RSSI of 40% is also low for a stable link. We recommend 70% to have enough fade margin.
