Yes, it is set to boot from CD.  It is actually a good motherboard, an
ECS
K7S5A, one we have used a lot in systems and had very good luck with.  I
think Kevin may have hit it on the head - there may be a previous
install of
some other software on the HD that is causing the problem.  I am going
to
try and use a disk wipe utility to clear any partitions on the hard
drive
and try the boot from CD again.
