Yes that is true if you hardcode the BSSID. You can actually set the
BSSID to all 0 or turn on the roaming option, this way, when you replace
the AP with the same ESSID, the CPEs will associate without require any
change.

Each time I have to change out an APPO due to failure I have a nightmare
having to reassociate all my clients, even if I leave the ESSID the
same.

It seems that it is keying of the MAC of the APPO for some reason.
