If you are wondering if the FCC would consider this an antenna then yet. An antenna (to the FCC) is any intentional or non-intentional radiator. Basicly, that means that anything that shapes RF energy is considered an antenna and can be governed by the FCC. It is still a good thought, and can actually help if designed right.
