Well, the smallest switch I have found that can handle all this (and 
more) and is a 12 port to boot is the Cisco 2955..  but not cheap.  Love 
it though.  Definitely handles those out door environments, built in dual 
24V DC power supplies so you can hook-up solar power systems with a twist 
of a screw (no converters, or losses due to them).  But again.. not 
cheap.
