Thank you for your information provided. For the 3 mile distance, you may go for 13 dbi or 15 dbi directional antennas which will not over-transmit beyond the 4 -5 mile distance. Have you tried adjusting the dial-power values?
As you mentioned, you could try with different antenna to confirm the signal strength.

The distance is 3 miles from CPE to AP. And we did end up last night replacing the unit with a 21 dbi parabolic, and a AB Outdoor unit. Left RTS off.
Here is the upload download results:
AP Signal Strength: 45% CPE RSSI: 80%, Link Quality: 95%
Packet error rate per CPE: 2% (I did the math for you)
Download speeds: 1.2 MBps (consistent) Upload speeds: 50-100 kbps
Better but still.. what the F!
Going to put a Demarc or Senao out there and see if we get the same results. If so, we start looking at the AP and the other links...
