Yes, sorry, I should have been clearer about this.

Right, ordinarily I'd say no as it is assumed that once you start
building outside of pkgsrc you will know that you have to install all
the compiler and build tools necessary to get going.  We cannot
accommodate all these requirements, which is why we provide the
build-essential package to give users a good start.

However in this case, as a script delivered by the package requires a
runtime dependency to function correctly, I'll add pkg-config to the
dependency list.
