I had a similar situation a while back, with a zone I'd set up as a
development server exhibiting weird intermittent packet loss issues,
running on a corporate intranet.  I tore my hair out for a day or so trying
to track down what on earth was going on.

It turned out that I'd been given an IP address to use that was also used
by their video-conferencing system, so when it was on, all hell broke
loose.  Your description sounds a bit like that, so I thought I'd mention
it.

It's a pretty prosaic problem to have, but it might be worth checking
 - That nothing on the network also has your DHCP server's IP address
 - That the DHCP server isn't handing out its *own* address for use by
clients
