VNICs are created on demand by the zone starting and halting. vnics themselves are created over physical devices, etherstubs, and overlays, based on nic tag rules controlled by nictagadm. So the first thing to do is to write you json file for a VM. There's nothing special one has to do in the global zone or devices to create to get that going.
