This is ambivalent

US and UK authorities do not care about privacy and user rights in any way.
Security is more important than democracy, even if they destroy what they want to preserve.

Terrorists do not care about. They will find ways to go surround surveillance. Enterprises, you and me remain in the focus of big brother. EU is currently the last barrier - even when their principles are not always helpful in this sense. They are the only to say: Stop now - even in US.

Data encryption on data transfer AND on storage under end user control is a must nowadays to protect data against spying from any other countries or their secret services or other enterprises or simply hackers. Unluckily this is not a focus of any storage vendor or OS. unluckily not in ZFS

I myself am not a big believer in disk-level encryption for a variety of reasons, but certain EU regulations could develop towards making this a requirement one day
