Mark Slatem has a good video about this. He boots to systemrecoverycd and uses dd and netcat to transfer the image over. I have used it successfully several times moving VMs over from legacy VMware servers, but I haven't yet tried it on a bare metal Windows server. The key is going to be removing hardware-specific drivers first so it doesn't bluescreen when you bring it up under KVM, and then of course re-activating the license. https://www.youtube.com/watch?v=7xrb_WZZ-Cs
