I have never seen this so far, but I am always on an ADSL connection,
thus this sounds to me a connection problem.

What is the rationale for this?  Debian is "main" and I do not promote
anything other.  By design the FR does not need any non-free driver, so
I still to fail why we should add contrib and non-free.
